What are the key educational issues of importance to policy makers in Germany?
In Germany, the political environment in relation to education is complex. Responsibility for education at all levels rests with different “Laender”, that is, there is almost nothing which the central German federal government and federal parliament oversees. It is unlikely that this complexity will be ameliorated in the future. Indeed, to the contrary, there is even a discussion of explicit ‘prohibition of cooperation” – this would even result in national funding for school initiatives being outlawed. These factors make it very difficult, if not impossible, to formulate national strategies relating to public education.
